Gurugram (Haryana) [India], September 15 : Haryana State Women Commission Chairperson Usha Priyadarshini on Tuesday said the Commission took immediate cognisance of the Golf Course Road hit-and-run case and that the accused, identified as Kalyan Baisla from Palwal, has been arrested after police registered a case under Section 307 (attempt to murder).
Priyadarshini said the Commission spoke with officials of Sector 55-56 Police Station and ACP Amit Bhatia after details of the incident emerged, adding that the video of the incident showed the accused allegedly stalking the woman before the accident.
 "The Commission took immediate cognisance of the matter. We spoke to the SHO of Sector 55-56 Police Station and later to ACP Amit Bhatia. By then, details of the incident had emerged. The video clearly showed a young man stalking the girl... I also spoke to her personally, and she informed me that the accused had been stalking and harassing her for some time... This is a serious hit-and-run case on Golf Course Road. We have taken the matter very seriously, and the police have initiated action. The police have registered a case under Section 307 (attempt to murder). The accused, identified as Kalyan Baisla from Palwal, has been apprehended and arrested," she said.
"We have instructed the police to ensure the safety of our daughters and sisters so that such incidents do not happen in the future," the Chairperson said.
Meanwhile, the Gurugram Police have arrested the accused Kalyan Bainsla from Rajasthan's Dausa district. He is being brought to Gurugram.
Meanwhile, the Gurugram Police has added section 09 of the BNS to the case.
According to a Police statement, "Following the viral video of a car hitting a female bike rider on Golf Course Road, Gurugram Police took suo motu cognizance and registered a case at Sector-56 Police Station. During the intensive investigation, after a thorough analysis of CCTV footage, Section 109 of the BNS (Attempt to Murder) has been added to the case, which carries a provision of up to 10 years of imprisonment."
Earlier, a team led by Sector 56 Station House Officer (SHO) Manoj Kumar visited the victim's residence in Kalkaji, south Delhi, to record her detailed deposition and incorporated stringent new sections into the previously registered FIR.  
Earlier, breaking her silence over the road incident on Gurugram’s Golf Course Road, the victim, Sia, on Tuesday released a video statement strongly refuting the claims made by the accused driver, accusing him of putting on a "sympathy-seeking act" after deliberately chasing and knocking down her two-wheeler.
In a video posted on her Instagram account, Sia played an audio clip of a televised interview given by the accused driver, in which he claimed that she was repeatedly accelerating, slowing down, and "pinching" vehicles, while asserting that he was unaware a woman was riding the two-wheeler.
Rebutting his claims, Sia questioned what justified the driver following her across the stretch.
"In this (video of accused driver), he is claiming that I was repeatedly speeding up and slowing down the bike, and that I was 'pinching' them. I think my entire video clearly shows who was pinching whom. And even if you felt that I was speeding up and slowing down the bike, what right does that give you to chase me all the way?" she questioned.
Dismissing the driver’s claim that he could not identify her gender, Sia said, "And as he claims that he didn’t even know a girl was riding—that is completely impossible. Obviously, I have very long hair tied in a braid at the back. You saw that, you pulled up, you made gestures, and you told me to stop the bike."
